Obtaining a disabled parking permit

In Quebec, individuals with a mobility impairment can request a disabled parking permit that allows them to park their vehicle near entrances of public buildings to avoid walking long distances. To obtain this permit, they must have their condition assessed by an occupational therapist.

Who can obtain a disabled parking permit?

Anyone with a disability or a mobility impairment can request an assessment to obtain a disabled parking permit. Their disability or situation must result in a loss of independence or make travelling short distances on foot a risk to their health.

 

There are temporary and permanent parking permits. To obtain a disabled parking permit, the person making the request must be affected by a disability affecting their mobility that lasts at least 6 months. Therefore, a person who has broken their leg and who will have to move around on crutches for a month will not be able to request a disabled parking permit for this short period of time.

 

It’s important to note that a disabled parking permit is associated with the individual, not a specific vehicle. Therefore, the permit holder may still use it when they are a passenger in a car that belongs to a friend or family member.

 

How can you obtain a permit?

The first step is to fill out the SAAQ form available online, in service outlets, or by phone. The “assessment” part of the form must be filled out by a health professional, generally an occupational therapist. They will have to describe how the individual’s disability or condition limits their mobility, even for short distances!

Once the assessment completed and the form filled out, it must be submitted to the SAAQ who will then decide whether or not to issue a disabled parking permit. This process generally takes between 4 to 6 weeks.

 

 What is the assessment?

The professional occupational therapist must evaluate the individual’s physical and cognitive abilities. For example, the professional will have to verify if the person’s disability affects their motor skills, intellect, vision, hearing, or behaviour, and whether this condition is permanent or temporary.

 

Once the occupational therapist has assessed these elements, they must fill out the form and send it to the proper administrative bodies. In most conditions where the disability is physical in nature, a physical therapist can also fill out the application.
